phDuck takes an over view and looks to see just where the water would run if man had not interfered and obstructed riparian rights of water ways, which was once considered a serious crime of the land. Global warming is interfering with the conveyors of oceanic life and these black hats scoff their fancy "lickers". Liquors too we guess.
